Pakistan's ministers, including those focused on economy and foreign affairs, consistently express strong desire for closer ties with Japan, seeking increased Japanese investment in energy, IT, and infrastructure, highlighting Pakistan's potential as an economic partner, especially under new leadership, building on historical friendship and ongoing support like through JICA for development and economic reforms, noted in recent high-level talks and business seminars.
In November 2025, Pakinstan sent a large delegation (including a team of military top officials) to attend the Letter of Credence ceremony. After the ceremony, Ambassador Abdul Hameed reaffirmed Pakistan’s commitment to further strengthening its longstanding friendship and expanding multifaceted cooperation with Japan.
Striking rare earth partnership with USA:
The U.S. and Pakistan formalized their rare earth/critical minerals partnership with two Memorandums of Understanding (MoUs) signed on September 8, 2025, between U.S. Strategic Metals (USSM) and Pakistan's Frontier Works Organisation (FWO) for a $500 million framework to develop the mineral value chain, leading to the first shipment of rare earths to the U.S. in October 2025.
The Pakistan-USA rare earth joint venture involves a framework agreement between Pakistan's Frontier Works Organization (FWO) and US Strategic Metals (USSM) to explore, process, and supply critical minerals, including rare earths like neodymium and praseodymium, to the U.S., aiming to diversify global supply chains away from China and boost Pakistan's economy through technology transfer and development of domestic processing plants.
The partnership aimed to start with an initial shipment of processed minerals, with plans for extensive exploration, processing facilities, and large-scale mining in Pakistan, marking a significant shift in bilateral economic ties.
Pakistan has since successfully sent its first shipment of enriched rare earths (including Nd, Pr) and other minerals (antimony, copper concentrate) to the U.S. in late 2025, validating the partnership framework.
